1. The Ministry of Finance of Georgia has applied for financing from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Tbilisi Metro Modernisation Project and intends to apply part of the proceeds toward payments under the contract for Supply of Rolling Stock for Tbilisi Metro.
2. Tbilisi Transport Company LLC (TTC) now invites sealed Tenders from eligible Tenderers for supply of 97 electric metro cars (comprising 13 units of 4-car and 9 units of 5-car metro trains), together with a driving cab simulator and a set of spare parts, to be delivered to TTC depots in Tbilisi over a period of 6 years. The Tenderer shall comply, as a minimum, to the following qualification requirements (further detailed in the Tender Document):
a) Financial Capability
- soundness of the Tenderer’s financial position for the last five (5) years (from 2019 to 2023). As a minimum, the Tenderer’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive
- availability of or access to working capital* lines of credit, and other finances sufficient to meet cash flow requirement which is estimated as forty (40) million EUR or equivalent. (Calculated using the exchange rate published by the National Bank of Georgia on the date 14 days prior to the deadline for tenders submission)
* Working Capital is defined as current assets minus current liabilities
b) Experience and Technical Capacity
i) If the Tenderer is a Manufacturer:
- experience as a rolling stock manufacturer in the execution of at least 3 (three) contracts for the delivery of at least 10 metro trainsets each completed over the past 10 years (since 2015)
- experience of at least 3 (three) supply contracts, each with a value of at least 150 000 000 EUR or equivalent (calculated using the exchange rate published by the National Bank of Georgia on the date 14 days prior to the deadline for tenders submission) completed over the past 5 years (since 2020), and that are similar in nature and complexity
- experience as a Manufacturer in at least two (2) contracts completed in the last 5 years (since 2020) to supply metro trainsets with open inter-car passenger gangway, IGBT traction propulsion system, AC traction motors and on board ATO / ATP systems
- experience as a metro trainset designer in at least two (2) contracts that have been completed in the last five (5) years (since 2020)
ii) If the Tenderer is not a Manufacturer:
- If a Tenderer is not a manufacturer but is offering the Goods on behalf of the Manufacturer, the Manufacturer shall demonstrate compliance with the above qualifications b) i)
- Experience of at least 3 (three) supply contracts of the goods and related services for public transportation completed over the past 5 years (since 2020)
3. Tendering will be conducted through International Open Competitive Tendering procedures as specified in the Bank’s Directive on Procurement Instructions for Recipients (PIR) and is open to all eligible Tenderers as defined in the PIR.
5. The Tender Document in the English language may be obtained by interested Tenderers directly through the Georgian e-procurement platform after completion of registration process as required by the system:

6. Tenders must be submitted electronically through the Georgian e-procurement platform as required by the system on or before January 15 2025, 14:00 Tbilisi Time. Late Tenders will be rejected by the system. Tenders will be opened automatically by the system on January 15 2025, 14:00 Tbilisi Time.
7. All Tenders must be accompanied by a Tender Security, amounting to four (4) million EUR or equivalent as per the exchange rate of the National Bank of Georgia on the date 14 days before deadline for tenders receipt as stated in p.6 above.
